Professor (Dr.) Vijay Rattan,
Professor of Public Administration, Panjab University, Chandigarh and a
Consultant to the United Nations, New York. In 2009, as a United
Nations Consultant (Department of Economic and Social Affairs, New York,
Index No. 991772) at World Civic Forum, in Seoul, South Korea,
delivered a lecture on E-Governance and the role of ICTs for the
implementation of the Millennium Development Goals (MDGs) in Training
Workshop on Citizen Action for the Millennium Development Goals (MDGs).
In 2007
