Description
The First Indian Enactment on the subject was the General Clauses Act, 1868[1 of 1868)
The enactment followed and to some extant amplified the provisions of Lord brougham's Act passed in England in 1851 . The Second Indian Enactment was the General "Clauses Act, 1887. The present General Clauses Act, 1897 was passed to consolidate and extend the aforesaid Indian General Clauses Art. The Act has been amended from lime to ime. Almost all the States have their own General Clauses Act. The frequency with which enactments are being dished out to cater to the ever changing Social palate is indeed assuming astounding proportions, Laws are  framed with the avowed object of advancing Social, Political, Economic Justice and Equality but the words and legal principles in which all such laws find expression arc always prone to be caught in the obweb of complex interpretations. Indeed interpretation is the very soul of law and the General Clauses Act provides the all important master key of clues & guidelines to the understanding and implementation of all such laws. The object and purpose of General Clauses Act is to place in one single statute different provisions as regards interpretation of words and legal principles, which would otherwise lo he specified separately in many different Acis and Regulations. Whatever the General Clauses Act says, whether as regunis legal principles, or meaning of word has to the read into every statute to which it applies When this Act was enacted, it did not create any new legislation.  There is no territorial extent clause in the Act and its application is primarily with reference to Central Acts or Regulations and not with reference if territory itseff. If m in a sense, a part of every Central Act or Regulation, it has application to a Central Act not by virtue afitf territorial extent, hut pro pno vigor so that if a Centra! Act is extended to any territory, the General Clauses Act, 1897 would also be deemed to have come into force in that territory and would apply in the construction of the Ceit fa! A ct extended.
The present revised seventh edition is an improvement over its previous editions and contains an analytical, critical and accurate text of the Cemral Act as well as of all the State Acts, Each Section has been explained by its own synopsis arranged topic wise under various headings and sub-headings. The provisions of me Act have been lucidly and carefully expounded and incisively analysed in the light of the up-to-date decisions pronounced by the Apex Court and various High Courts. This book is expected to the a very useful and handy publication to the Bench and Bar, Law Schools, Institutions and all persons who are concerned with this basic and important branch nf law.
