The MES has issued its Manual on Contracts, 2020 and it has been enforced w.e.f. 1.4.2021. The new manual incorporates changes in consonance with the latest policy instructions and guidelines including the General Financial Rules, 2017 and CVC guidelines on the subject. The manual revised after a gap of over 8 years, is based on concepts of transparency, fairness, competition, clarity and accountability. Encouraged by the overwhelming response from our readers and their demand, we are now pleased to present this first edition of Nabhi's MES MANUAL ON CONTRACTS - PRACTICE & PROCEDURE, 2022. Incorporating the text of the manual and supported by relevant paras of MES Regulations, Defence Works Procedure, CVC Guidelines/ Circulars, and text of other relevant material, the book shall serve as a handy reference for policy instructions and guidelines pertaining to all facets of tendering, enlistment, contract administration, arbitration and other parameters connected with the subject of contract management as such. To distinguish from the main text, other relevant material has been given in smaller fort and in a box. A number of useful references and cross references have been provided which will enhance practical utility of the book.
