Description
This is the 8th edition of "A Handbook on Kerala State & Subordinate was published in March 2020 Services Rules, 1958". The 7th edition incorporating amendments, orders and case laws up to 29-02-2020. It is a matter of satisfaction that the previous edition of the publication received wide acceptance from Government Employees, Service Associations and Lawyers. Government have approved this book as a reference book for all Government Departments vide G.O.(Rt.) No.385/2011/P&ARD. dated 02-12-2011. The basic general structure and principles governing Public Servants in Kerala are incorporated in the Kerala State and Subordinate Services Rules, 1958 Parts I & II from the main frame-work for determination of their service conditions. In addition to General Rules, more than 645 orders on different topics issued during the last 6 decades. All efforts have been made to see that this compilation is as exhaustive as possible and up-to-date. However there is no means to ensure that this is absolutely exhaustive. The present attempt through this edition is to cover this long felt need with all up-to-date informations available so that the latest position under the rules and their implications can be assessed by reference to a single volume. The G.O. index and subject index at the end of the book, it is hoped, that it will also be helpful to locate the particular rules/orders, notifications, etc., governing the subject. In the present edition we have incorporated "Economically Weaker Sections, Regularization of all Kerala Public Service Commission appointments, Reservation in promotion to employees who are persons with disabilities in State Service, Verification of Character and Antecedents of Candidates selected for appointment to Public Service". The readers are requested to bring to the notice of the publishers any omission or lapse they may come across in this book so that it could be rectified in future editions. In this occasion we also recollect our deep association with late Sri V. Gopalakrishnan Nair and late Sri M. K. Krishnan of our members of the Editorial Board. Our association with both of them helped us im-mensely to publish a lot of useful service publications. We express our sincere thanks and gratitude to the HON'BLE MR. JUSTICE GOPINATH P. for his illuminative foreword to the Eighth edition of this book. Our sincere thanks to Smt. S. Devipriya who has taken pains to compare the matter with the originals.
