Description
It is a pleasure to be involved in preparing the present edition of this book. In preparing this edition, I have incorporated the changes the subject has undergone since the publication of the previous edition and in so doing I indeed * followed the general scheme of the book and not tried to tamper with the rich existing text of the book. However, certain sections of the book have undergone major revision. The number of chapters have been reduced, changes have been made in the headings of certain chapters and some chapters have been re- arranged to make the book more compact and accessible for the students. Furthermore, this edition contains some major changes too, particularly, in the sections dealing with laws of war and armed conflicts, now called International Humanitarian Law (IHL). The chapter on neutrality is significantly changed and is almost re-written. These changes were introduced not because there is any change in the significance of the related topics but mainly because of changes in the courses meant for students of international law and human rights.
