Description
The first edition of this book was released on 5 June 1992 at Press Club, Ernakulam. This is the 234 edition incorporating all amendments in Act & Rules, and case laws with 97th constitutional Amendment. To introduce 3 tyre Panchayath system in India, such as Grama Panchayat, Block Panchayath and District Panchayath, 730 Constitutional amendment was brought inserting Part IX and introduced eleventh schedule in the Constitution w.e.f 24.04.1993 regarding the powers, authority and responsibilities of Panchayath to function as institutions of self Government. Thus in India a full fledged 3 tyre Panchayath system is working with decentralization of power, in success. Now more
powers are given to the Panchayath to achieve the above goal of self Government. Accordingly Panchayath Raj Act 1994 came into force repealing Panchayath Act, 1960. The Co-operative Sector is yet another limb of self Government. The "Co-operative Societies" is a subject included in Entry 32 of list 11 - State list of seventh schedule of the Constitution. So the State Legislator have power to enact laws to the concerned States and its developments not reached upto the desired level. Hence 97" Constitutional amendment was brought, making necessary amendment in Part III of the Constitution, inserting a provision that formation of Co-operative Societies as a fundamental right, in Directive Principles, inserting Art.43B, for autonomous functioning, democratic control and professional management of Co-operative Societies and making provision in Part IV of the Constitution.
