Description
"A manual of vigilance & anti-corruption laws in kerala" is the first edition 2015. The Vigilance & Anti-Corruption Bureau is the main Government Organisation to fight against corruption among public servants. The Kerala Government vide G.O.(Ms.) No.525/64/Home dated 21-12-1964 ordered the formation of a separate Department replacing X-Branch of Police Unit as Vigilance Division under the Administrative Control of a Director. It was renamed as Vigilance Department vide Government Letter No.5520/Al/75/Vig., dated 27-08-1975. Again Vide G.O.(P) No. 15/97/Vig., dated 26-03-1997 its nomenclature was changed to Vigilance & Anti-Corruption Bureau. As per G.O.(Rt.) 77/2000/Vig., dated 19-04-2000 appointed Shri. Jamal, IPS for preparation of a comprehensive Manual for the Bureau. Government have approved the Vigilance & Anti-Corruption Bureau Manual as per G.O.(Rt.) No.4/2002/Vig., dated 03-01-2002 and same was published in the website of Vigilance Department for information of the general public.
The Bureau conducts Investigations/Enquiries into the following types of allegations involving Government Servants and Public Services including those working in the Public Sector Undertakings of the State Government. (1) Criminal Misconduct of Public Services as defined in Prevention Corruption Act, 1968 (2) Dishonest or improper conduct or abuse of power by Public Services (3) Gross dereliction of duty or negligence (4) Misappropriation of Public Funds involving more than 5 lakhs as at present. (Vide G.O.(P)21/2010/Vig., dated 09-06-2010) (5) Amassment of wealth disproportionate to the known sources of income (6) Misuse of public money or property.
Besides conducting investigation into Vigilance Cases, the Bureau also conducts Vigilance Enquiries, Confidential Verifications and Surprise Checks. The Bureau also collects intelligence about Corrupt Officials and maintains Dossiers on them. The functioning of the Bureau is governed by the guidelines issued by the State Government vide G.O. (P) 65/92/Vig., dated 12-05-1992, G.O(P)18/1997/Vig.,dated05-04-1997,G.O.(P)55/2012/Vig., dated 04-12-2012., G.O.(P)58/2012/Vig., dated 17-12-2012 and G.O.(P)59/2012/Vig., dated 21-12-2012. The Vigilance & Anti-Corruption Bureau is headed by the Director who is of the rank of Director General of Police.
