Description
"A MANUAL OF CIVIL SERVICE LAWS IN KERALA" was first published in 1996. The 2nd edition was published in August 2005. The 3rd edition was published in January 2012. The fourth edition published incorporating amendments, orders and case laws up to 31-08-2017.
On account of COVID 19 Pandemic we have unable to published fifth edition. Now we have decided to publish Supplementary Edition to the Civil Service Laws in Kerala. The Supplementary Edition contains all Statutory Amendments with Explanatory Notes, all important Government Orders, Circulars, Case Laws, etc. for the period from 01-09-2017 to 31-12-2023. We hope that those who have purchased the fourth edition will serve the supplement edition.
With the issue of Amendment of 103 of Constitution of India we have revised the Relevant provisions of the Constitution of India. The Kerala Civil Services (Classification, Control and Appeal) Rules, 1960 and the instructions issued thereunder if closely followed will avoid pitfalls, and these together with case laws will be of immense help to authorities. The Kerala State and Subordinate Services Rules, 1958 and relevant Government Orders issued up-to-date are also brought out for easy reference. The other rules and orders incorporated like the Kerala Government Servants' Conduct Rules, 1960, the Kerala Public Services Act, 1968, the Kerala Public Accountants Act, 1963, the Kerala Public Service Commission (Consultation) Regulations, 1957, the Kerala Public Service Commission Rules of Procedure, the Kerala Public Service Commission (Additional Functions) Act, 1963, the Kerala Public Service Commission (Additional Functions) (Consultation) Rules, 1966, Kerala Public Service Commission (Additional Functions as Respects the Services under The Kerala Administrative Tribunal) Rules, 2019 the Unified rules for Legal Assistance to Public Officers (other than Police Officers) and the Kerala Administrative Service, etc., etc., are all intended to bring the rules relating to recruitment and general conditions of service in one volume for easy reference. Case laws under the rules have been edited and briefly indicated so that the relevant cases reported can be easily traced and subjected to study. More than 105 Government Orders and Circulars on different topics issued during the last 6 years are arranged chronologically. It is also hoped that index of Government Orders, Circulars and subject index provided at the end of this book will be highly useful.
