Description
In the matter of Corruption, in public life, it is heard that, the "Kautilya"- the master of `Arthashastra", said, if the tip of finger touches to honey, it is just impossible that honey of finger does not reaches the tongue, further, in respect of a moving fish in a Sea, it is impossible to prohibit the fish not to drink the Sea water. In other words, what 'Kautilya' tries to convey is, in a Governance run by public money, it is highly difficult, if not impossible to prevent the Corruption. In human history, particularly, under Indian culture, Corruption has been a way of life. In wars, corruption has been used as an effective tool by bribing the Generals of the enemy army. Kings used to put tough conditions like precious Gifts, if a citizen wants to meet the King. 'Looting' the public, for self gratification was the purpose of  Governance, right from soldier to King. Therefore, the concept and idea of prevention of corruption itself is a quite strange phenomenon for Indians. As a matter of fact, it is the Britishers who introduced two important elements of civilisation in India. First, the concept of 'welfare state, and second, Anti-Corruption Law, introduced in India during the second world war.
