Central Act No. 16 of 2016

Description
Of RERA, Karma, and Of Cabbages and Kings "If the law supposes that, the law is (sic) a ass, a idiot. If that is the eye of the law, the law is a bachelor. May it be opened by experience", said Dickens's Mr. Bumble famously in Oliver Twist, when told "the law supposed that your wife acts under your direction": Whatever else may be its other faults, this law of Real Estates is not an ass as Bumble seethed, or a horse, for that matter, or a mule either, by way of a compromise between the these two noble animals. And there is no need for thecourts to make this law become one or the other. That the Act by its own steam or for want of it-may make the law turn out be one or the other is another matter, however! Now, turning to Bumble's accusation that the law is a bachelor. A pity, he said that. For, it translates to saying that the creators of RERA 2016 forgot to marry! True, sometimes in an unholy haste to make a law the executive produces an Ordnance, the President acting as midwife, under Article 213 of the Constitution. And to hide the Adam's sin, legitimises it, entreating the true fathers, the legislature, to baptise it within six months. With the unusually rapid development of real estate projects in urban and metropolitan parts of the country happening over a decade, the real estate promoters have gone boorishly berserk baying after investors. The rapacity of the promoters has become an uneven match for the home buyers.
