Description
There were no centralised and codified rules for issue of Passes and PTOs to railway employees although all the instructions leading to addition, alteration or amplification of the "Pass Rules", generally called by this name, were issued by the Ministry of Railways. Thanks to the recommendations of the Committee on Subordinate Legislation, framing of the pass rules centrally and their publication as "Railway Servants (Pass) Rules 1986", has become possible for the first time.
It was observed that certain provisions contained in the IREM, IRCA Coaching Tariff etc. had not been reflected in the rules. This has since been overcome and instructions issued since its last publication in 1986 have also suitably been incorporated in the present (second) edition.
