Description
We feel pleasure in presenting the Fifteenth revised and updated edition of Bahri's Railway Commercial Management and Rules. Encouraging responses to the earlier editions of this book especially from the officials of the various disciplines of the Commercial and Operating Department have been very gratifying. The pressure of challenges on Indian Railways is enormous and results in its not being able to meet the demands of its freight and passenger customers. Cleanliness, punctuality of service, safety, quality of terminals, capacity of trains, quality of food and ease of booking tickets are among the major customer-focus issues. On one hand, the passenger trains utilize two-thirds of capacity and generate only one-third of the revenue while on the other hand, high freight tariff are getting out-priced in the market. Neither is diversification being offered in commodities catered for, nor does the "Non- Fare" revenue generation have a meaningful proportion. It is the responsibility of the Commercial Department of the Indian Railways to manage the affairs of the railways on strong commercial principles beneficial for both consumers as well as railways. To achieve this, the cabinet has revised the organizational structure of the Railway Board on functional lines. The commercial rules of Indian Railways will be applicable on DFCCIL mutatis mutandis like a Zonal Railway till Indian Railway is the sole operator.
