In the course of my professional career I have authored more than 50 books, nearly half in the discipline of political science, others in public administration. Four books are focused mainly on civil service, one each on the higher civil service of Britain, Japan, and France, the fourth one being Major Civil Service Systems in the World. This has made me the target of criticism. The criticism is rightly made. The criticism is that while I have written on other civil services, I have singularly neglected my own country's higher civil service. The omission is corrected now. I have great pleasure in placing Public Administration in India: The Higher Civil Service in the hands of readers. The present book has been in the making for a long time but the effort has been characterized by pauses, interruptions, and periods of inactivity. The work has now been completed. I am indebted to many for the successful completion of the work and I thank all of them warmly. I was allowed access to the proceedings of the provincial premiers' conference held in 1946 and the book represents an authentic account of what transpired at that momentous time in India's political history. I would like to thank the Ford Foundation for the support it has extended in the completion of this study. If the present book is able to see 'best' half.
