Dr. Harisingh Gour's
scholarship and the learning of the great author has found a rightful recognitio from the Nation, whn a special postage stamp was issued in 1978, in his honour with a citatiion in these words "Hari Singh Gour was born on 26th November, 1870 in a poor peasant family near Saugor. The family had to be supported by Hari Singh Gour's eldest brother who provided an allowance of Rs 50 per month. At the age of 10 Hari Singh Gour won a scholarship of Rs. 2 per month which enables him ato attend a night school at Saugor. Later, with the help of  another scholarship he went to Jabalpur to undertake further studies. On his return to India, he became a successful lawyer at Raipur. He wrote two monumental works 'The Law of Transfer in India'. and 'The Penal Law of British India'. Another two books 'Hindu Code' and Law of Transfer of Property' were published later to his reputatiion as a great Jurist. He was als a great Social Reformer and was successful in getting an Act passed to enable women to be enfrolled as lawyers, while his Civil Marriage Bill of 1923 showed him to be reformer thinking ahead of his times. Besides being a great lawyer and jurist, Dr. Hari Singh Gour was also a great educationist. He organized Delhi University as its first Vice-Chancellor, and was Vice-Chancellor of Nagpur Univerisy for two successive terms. One of his most important contibutions was the founding of the University of Saugor is 1946, for which he made a magnificent donation. He occupied this position until he passed away on 25th December, 1949. He bequeathed the greater part of his life's savings with a large fortune, to the University of Saugor.
