Description
The pay package of a Government employee is a consolidate ot various components, a part of which is paid in cash and the other being the benefits in kind. The cash part is made up of pay and various allowances. The pay itself comprises of basic pay, grade pay, increment and personal pay in certain cases. Allowances are paid to compensate for various expenses or circumstances associated with the employment such as dearness allowance, non-practising allowance, house rent allowance, etc. The benefits which accrue to a Government employee include leave, leave travel concession, medical facilities, etc. Besides, a Government employee is also allowed certain benefits post-retirement in the shape of pension, gratuity, leave encashment, etc. In case of death of an employee the family becomes entitled for family pension. A plethora of rules exist regulating different types of emoluments and benefits allowed in Government employment, which have been supplemented and modified by an equally large number of orders/ instructions issued from time to time.
This first edition of Nabhi's HANDBOOK OF PAY, PERQUISITES & PENSIONARY BENEFITS FOR GOVERNMENT EMPLOYEES, 2015 envisages to provide the multitude of rules and regulations governing the pay package in Government employment in a compact and easy-to-use format.
The book comprising Part VII* deals with the rules relating to Pay, Allowances, Perquisites & Pensionary Benefits. The principles of pay fixation under the CCS (Revised Pay) Rules, 2008 and various allowances post 6th Pay Commission have been elaborated. Benefits available in the form of advances for various purposes, leave of different kinds, leave travel concession (LTC) and medical facility under Central Government Health Scheme (CGHS) have also been dealt with. Besides, pension and other pensionary benefits allowable to a retiree or the family of a deceased Government servant/pensioner have been discussed in a separate chapter. The latest orders issued on the above subjects, which shall be immensely useful in dealing with the current cases, have been given In the Appendix at the end for better recapitulation.
Care has been taken to render the orders and guidelines issued by the Department of Personnel and other nodal Ministries/Departments in a chronological sequence. Each order/instruction cited in the book carries a caption in the bold. Reference of each order/instruction has been provided at the end and the readers may, in their own interest, refer to the original orders.
It is hoped that this handbook will serve as a useful tool in the hands both of the Personnel Officers as well as the personnel to whom the rules and orders apply.
