Description
Appointment in Central Government involves various stages including selection, induction, training, probation and confirmation. Besides regular posting there cap be other modes of appointment too viz. transfer, deputation, foreign service etc. Similarly, promotion of an employee also involves different stages including fixation of seniority, annual performance appraisal and assessment by departmental promotion committee. Also besides regular promotion, there are certain other modes of promotion including ad hoc promotion, career progression scheme, flexible complimenting scheme etc. A plethora of rules also exist regulating appointment and promotion of Government employees which have been supplemented and modified by an equally large number of orders/instructions issued from time to time.
This first edition of Nabhis HANDBOOK OF APPOINTMENT AND PROMOTION OF GOVERNMENT EMPLOYEES, 2015 envisages to provide the multitude of rules and regulations governing the subject of appointment and promotion in a compact and easy-to-use format.
The book contains four parts. The first one i.e. Part III* provides the rules relating to reservations and relaxations for SC, ST, OBC, Women, Minorities, Sportspersons, Persons with Disabilities and Compassionate appointees, specially in the matters of appointment and promotion of such reserved categories of persons. Part IV deals with various modes of selection involving consultation/approval of different agencies being the UPSC, SSC, Employment Exchange and the Appointments Committee of the Cabinet (ACC). Part V deals with the issues involved in the Process of Induction & Training including pre-induction requirements and probation. Part VI deals with various Milestones in the Career of a Government Employee viz. confirmation, seniority, posting, transfer, deputation, foreign service, ad hoc promotion, career progression schemes, regular promotion and annual performance appraisal. Besides, the latest orders issued on the above subjects, which shall be immensely useful in dealing with the current cases, have been provided in the Appendix at the end.
Care has been taken to render the orders and guidelines issued by the Department of Personnel and other nodal Ministries/Departments in a chronological sequence. Each order/instruction cited in the book carries a caption in the bold. Reference of each order/instruction has been provided at the end and the readers may, in their own interest, refer to the original orders.
