Description
Multistate Cooperative Societies Act, 2002 and Multistate Cooperative Soceities Rules, 2002 have been extensively amended in August 2023 to bring them in consistence with the Constitution (Ninety Seventh) Amendment Act 2011 by plugging loopholes in the existing legislation, strengthening governance in the multistate cooperative societies in accordance with cooperative Principles, proactively implementing various reforms e.g. Ease of Doing Business etc. The major highlights of the changes made are (i) to reform the composition of board of a multistate cooperative society, (ii) to establish Cooperative Election Authority, (i) to establish Cooperative Rehabilitation, Reconstruction and Development Fund for revival of sick multistate cooperative societies, (iv) to make provision for concurrent audit in certain cases, (v) to appoint Cooperative Ombudsman for redressal of complaints, (vi) to increase the monetary penalties for better compliance, (vii) to appoint Cooperative Information Officers and last but not the least, (viii) to provide for filing of applications, documents, returns, statements, statement of accounts etc. in electronic form.
