Morality is losing its grip to regulate society and man is increasingly becom- ing isolated and self-centred, that too, at the cost of others' rights. Who is at fault? Legislature and executive is entrusted with the responsibility to maintain law and order in society with all fair- ness, regular introspection, devotion, surveillance, commitment and sense of service. However, in case they fail, what should be the role of the judiciary? Should judiciary remain a mute spectator? The recent phone-tapping scandal involving the establishment of Rupert Murdoch is alarming. He tendered apology and the Commissioner and Assistant Commissioners responsible, resigned. Resignation by top cops shows that in Britain, concern about eth- ics and morality still survives. But in India, after Lal Bahadur Shastri, no one holding high constitutional or other posts had relinquished the office, in spite of serious charges. Constitutional functionaries including members of the judiciary stick to office while facing trial. It is high time to introspect and evolve new principles of law.

Author Details
Hon'ble Mr Justice Devi Prasad Singh, born on 20th January, 1953 in village Karma, Tahsil Sadarof District Faizabad, started his academic career from the government primary school of the village, then joined Sree Marwari High School Rangoon (now Yangon), Burma (now Myanmar). He passed his intermediate examination from the Government Intermediate College, Faizabad and obtained his B.Sc., LL.B., degrees from the K.S. Saket (Post Graduate) College, Faizabad, in the State of Uttar Pradesh in India.
He was enrolled as an advocate with the Bar Council of U.P. and joined the Bar in 1976. He started his personal career from Allahabad and shifted to civil court, Faizabad. He shifted to Lucknow Bench of the Allahabad High Court in 1981. He was elected twice as member of the Bar Council of U.P. and worked in different committees of the State Bar Council. While working as Chairman of the Bar Council of U.P. he computerised the office, placed it on website and started a camp office at Lucknow.
