Description
Revising a book of omnibus nature after a decade of its publication in a fast-changing world is a challenging task. During this decade, the legal environment for cultural pluralism was facilitated by the judgments in the Shri Ram Janmabhoomi case and cases on minority language educational right² and tribal rights'. The efforts to strengthen the law for protection of women, children, backward classes and the tribes have continued in the backdrop of recurrence of atrocities and violation of rights. The policy of affirmative action has entered into new spheres and has evolved new strategies. The social outrage against the Nirbhaya rape case engendered a catena of reforms. The legal system has responded to the problem and process of modernisation by addressing the issues of blind beliefs, triple divorce, law's delay, farmers' rights and environmental pollution. The growth of vibrant democracy, technology, justice delivery system and human rights principles and measures in the 21st century has substantially supported the thoughtful preparation for the new millennium.

P. Ishwara Bhat is Vice-Chancellor of Karnataka State Law University, Hubballi. Earlier he was Professor of University of Mysore and Vice Chancellor of the West Bengal National University of Juridical Sciences. He has an LLD degree from the National Law School of India University, Bangalore, and LLM, MA and PhD from the University of Mysore, Karnataka. He was Fulbright-Nehru Visiting Scholar for teaching NPO law in Catholic University of America, Washington DC, and Shastri Visiting Scholar at Queen's University, Kingston, Canada.
