Description
For the administration of prisons, various enactments are in force. As far as State of Kerala is concerned, provisions of the Prisons Act, 1894, the Prisoner's Act, 1900 and the Travancore-Cochin Prisons Act, 1950 were made applicable. The Kerala Prisons Rules, 1958 provided a guideline for the various matters relating to the prisons management. The said Rules underwent many amendments and modifications in the course of time so as to equip the provisions with the change in time.The modern trend in prison management included treating the prisoners mercifully, to impart them education and vocational training, to arrange welfare programmes in prisons, to correct their misconduct and to ensure their rehabilitation etc. The need for a comprehensive legislation arose and as a result, the present enactment came into force. Thus the present enactment is a comprehensive one laying down provisions for welfare programme for prisoners, leave, health and personal hygiene of prisoners etc. The Rules under the new enactment was framed in 2014. So far English translation of the Rules are not published. Hence we are including the Malayalam version in this book. We have also prepared a comprehensive subject index for Act and Rules so that readers can locate the topics with ease. If any errors or omissions are pointed out, same can be rectified in future editions. We are thankful to the printers and publishers for the neat and speedy execution of the work.
