It was a very difficult task for me to revise this latest edition of this book in the absence of my father, who had dedicated himself for the cause of bringing this branch of law to the readers, so that they can understand the complicated topics in a plain and simple manner. His untimely departure on 27 August, 2015 is a great loss both to our family as well as the legal fraternity. His extensive knowledge and ability to simplify the subject was of valuable assistance to the legal professionals in identifying relevant case references for proper resolution thereof. While revising this book, hard labour and dedication rendered by my father has been my chief inspiration and guiding force. Inaction on the part of public authorities and in some cases over-action from their end necessitated the development of this branch of law. In the field of administration, every problem is peculiar as per the facts and circumstances of each case, therefore, various interpretations enunciated by the Courts have guided the manner of functioning of the administration. This book has tried to keep pace with such recent developments and make the readers aware of the latest trends.
