Description
The last Article to be covered in Volume 8 was Article 267, falling within Chapter 1 (Finance) of Part XII (Finance, Property, Contracts and Suits) of the Constitution. In this volume, we have covered the remaining provisions of Chapter I of Part XII, namely, the provisions dealing with Distribution of Revenues between the Union and the States (Articles 268 to 281), Miscellaneous Financial Provisions (Articles 282 to 291). Further, Chapters II (Borrowing) and III (Property, Contracts, Rights, Liabilities, Obligations and Suits) of the same Part have also been dealt with. It may be noted that some provisions like Article 291, dealing with Privy Purses, though repealed, have been dealt with briefly for their historical significance. Some other Articles, like Articles 269A and 279A have already been dealt with in Volume 8. Similarly, Chapter IV of Part XII, comprising of Article 300A has also been dealt with in Volume 3 and has not been repeated. This volume has also covered Part XIII, dealing with Trade, Commerce and Intercourse within the Territory of India (Articles 301 to 307), Part XIV dealing with Services under the Union and the States (Articles 308 to 323), Part XIVA, dealing with Tribunals (Articles 323A and 323B), Part XV relating to Elections (Articles 324 to 329A), Part XVI, dealing with  Special Provisions relating to Certain Classes (Articles 330 to 342) and Part XVII, dealing with Official Language (Articles 343 to 351). In the chapter on Part XVI, we have also included Articles 338B and 342A, which have been inserted by the Constitution (One Hundred and Second Amendment) Act, 2018. The Act has been notified for commencement on 14 August, 2018.
