Description
It is said that when the Socialist Revolution took place in Soviet Russia and the dictatorship of the proletariat was established, the other nations reali/ed with alarm that to forestall the forward march of the new upheaval, they must adjust their role of mere imposition and collection of taxes and maintenance of public order to a new one so that their people may be led to believe that they are genuinely interested in their welfare. The thesis is that the welfare state was conceived by them, not so much for the welfare of the people, but for the survival of the ruling powers in the non-Socialist nations so that their people may not rise in rebellion and ultimately overthrow them.
The same thing has also happened widi the growth and develop-ment of human rights, as it would appear from the clear ac-knowledgement in the Preamble to the Universal Declaration of Human Rights of 1948 to the effect that human rights required to be protected by the rule of law 'if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression' and deprivation. Some basic rights therefore need to be secured to them to enable them to live as human beings above their bare animal existence.
