This book is a section-wise commentary on the newly enacted Consumer Protection Act, 2019. The economic development of any country starts and ends with consumers. This stands true if we go by the havoc wreaked by the COVID-19-induced-lockdowns to the Indian economy. Everyone in today's world is a consumer in one form or the other. Even our readers are the
consumers of this book. The newly enacted Consumer Protection Act, 2019 (CP Act, 2019) contains 107 sections. The new CP Act, 2019 is a successor-in-chief of the Consumer Protection Act, 1986 (CP Act, 1986), which contained 31 sections. Frankly speaking, when the new CP Act, 2019 was enacted by Parliament, we (the authors) were of the view that when the old CP Act, 1986 with 31 sections was working effectively and efficiently, then what was the need to enact this new CP Act, 2019 with bulky 107 sections. But when we sat down to write the commentary for this book, we realised that the new CP Act, 2019 is the need of modern technological India. And also, few of the provisions of the old CP Act, 1986 became obsolete with the passing time, and "the object of repeal and re-enactment is to obliterate the Repealed Act and to get rid of certain obsolete matters”. Hence, the new CP Act, 2019, along with the rules and regulations, is a quintessential requirement for 21st century's India.
