Administrative law determines legal status and liabilities of all State officials, specifies procedure for enforcement of rights and liabilities and defines the rights and liabilities of private individuals in their dealing with public officials. Even though it is not codified it a law in reality. Administrative law includes statutory law, administrative rules, regulations, by-laws or administrative directions and schemes, and related matters. The concept of welfare State is the basis for growth of administrative law. The modern State not only defines rights of the citizens, but also it has a duty to solve the problems in an organised society. Thus administrative law has a special significance among all the branches of law and has become an inevitable in a modern State. Administrative law ensures fair-play in the administrative actions. Hence the students of law must have clear understanding over the various aspects of the administrative law.
